In the wake of a Supreme Court decision to abolish the death penalty, California establishes Terminal Island as a dumping ground for convicted first-degree murderers. The island's main camp is ruled by Bobby, who maintains control through fear and uses women as sex slaves. A.J. and his group of like-minded convicts escape Bobby's tyranny and hide out on the island.
